The FMDV contributed to the International Social Housing Festival in Lyon
The International Social Housing Festival has been taken place in Lyon from June 4th to June 7th. Throughout these four days over 50 events, conferences, site visits and film projections shed light on the long tradition of social housing and its key role in addressing current and future housing challenges at the international level.
The festival has been opened by the intervention of Leilani Farha, the UN Special Rapporteur on the Right to Housing, who presented her recently released documentary: the Push. She insisted on the need to protect housing as a human right and on the role of public authorities in preserving existing affordable housing from extractive investments.
The next day the FMDV participated in the Collaborative Housing Day (Urbamonde) which gathered community-led researchers and activists from around the world.
In that framework, the SHICC project partners shed light on the CLT model and its main achievements in Europe. The FMDV intervened to present the results of its latest report and inputted a workshop on Collaborative Housing Finance. The latter notably highlighted the MOBA initiative of setting up a financial intermediary to mobilize EU funds and foster the development of Cooperative in Eastern Europe. It has also been discussed the opportunities for collaborative initiatives to better access funding as part of the InvestEU program (2021-2017).
Throughout the following days, the FMDV attended a conference organized by Housing Europe (“This Land is Whose Land?”). This event aimed at questioning land ownership, and the role of public authorities as well as service providers in cities’ development. In that framework, Saskia Sassen, professor of sociology at Columbia University, gave her viewpoint on housing financialization.
The FMDV also dug into the role of affordable housing providers in supporting community-led initiative through an event organized by the European Federation for Living and Eurohnet networks. Finally, the European High-Level Round Table contributed to wrapping up the festival giving a European overview on social housing in a context of climate change and welfare state retreat.
In order to follow-up on this rich festival which gathered thousands, the organizers (Housing Europe, USH, AURA HLM, Grand Lyon) jointly launched The Lyon Commitment asking for “a new deal for affordable housing at the EU level” as well as the organization of a European Housing Summit, on the initiative of the European Parliament. A campaign which echoes the Housing for All initiative launched by citizens at the EU level.

Le FMDV, partie prenante du Festival International du Logement Social à Lyon
Le Festival International du Logement Social s'est déroulé à Lyon du 4 au 7 juin. Tout au long de ces quatre jours, plus de 50 événements, conférences, visites de sites et projections de films ont mis en lumière la longue tradition du logement social et son rôle clé pour relever les défis actuels et futurs du logement au niveau international.
Le festival a été ouvert par l'intervention de Leilani Farha, rapporteur spécial des Nations Unies sur le droit au logement, qui a présenté son récent documentaire: The Push. Elle a insisté sur la nécessité de protéger le logement en tant que droit de l'homme et sur le rôle des pouvoirs publics dans la lutte contre des investissements extractifs en la matière
Le lendemain, le FMDV a participé à la Journée de l'Habitat Collaboratif (Urbamonde) qui a rassemblé des chercheurs et militants du monde entier.
Dans ce cadre, les partenaires du projet SHICC ont mis en lumière le modèle des CLT et ses principales réalisations en Europe. Le FMDV est intervenu pour présenter les résultats de son dernier rapport et a contribué à un atelier sur le financement coopératif du logement. Ce dernier a notamment mis en exergue l'initiative de MOBA de créer un intermédiaire financier pour mobiliser les fonds de l'UE et favoriser le développement de Coopératives en Europe de l'Est. Il a également été question des opportunités d’amélioration d'accès au financement de projets collaboratifs dans le cadre du programme InvestEU (2021-2017).
Au cours des jours suivants, le FMDV a assisté à une conférence organisée par Housing Europe ("This Land is Whose Land ?"). Cet événement visait à questionner la propriété foncière et le rôle des pouvoirs publics ainsi que des bailleurs dans le développement des villes. Dans ce cadre, Saskia Sassen, professeure de sociologie à l'Université Columbia, a donné son point de vue sur la financiarisation du logement.
Le FMDV s'est également penché sur le rôle des bailleurs dans le soutien au logement collaboratif à travers un événement organisé par les réseaux European Federation for Living et Eurohnet. Enfin, une table ronde européenne a contribué à clôturer le festival en donnant un aperçu global sur le logement social dans un contexte de changement climatique et de recul de l'Etat providence.
Afin de donner suite à ce riche festival qui a rassemblé des milliers de personnes, les organisateurs (Housing Europe, USH, AURA HLM, Grand Lyon) ont lancé conjointement l'Appel de Lyon réclamant “une nouvelle alliance pour un logement abordable au niveau européen” ainsi que l'organisation d'un Sommet Européen du Logement, à l'initiative du Parlement européen. Une campagne qui fait écho à l'initiative Housing for All lancée par les citoyens au niveau de l'UE.
