Will lead WPLT, bring valuable expertise on community stakeholder engagement, cooperative governance structures policy framework development and public financing techniques. Will use its vast network of local policy makers to convince them to adopt the ECCO concept as part of their energy policies. Will use national and EU network to support roll-out towards other NWE regions. Will provide development support to the new ECCOs. Will contribute a Beacon ECCO. Will implement network in own region.
