The core business of the organisation
Oldham Council is one of ten local authorities in the Greater Manchester city region. We are a public authority with responsibility for a range of activities including planning, housing provision and climate change policy.
How will the organisation contribute to the project objective and what is its role?
Oldham Council leads for the whole of Greater Manchester in a number of areas relating to climate change and low carbon. Our role in RED WoLF is to work closely with our partners First Choice Homes to enable the delivery of the 20 pilot homes through provision of Council-owned land for building the new homes, together with providing the relevant planning permissions through due process. We will also have a dissemination role for the project results, engaging stakeholders across Greater Manchester and at the strategic city regional level.
What kind of results does the organisation expect? How can other organisations / municipalities benefit from its experiences?
We expect the project to develop a technical model showing how domestic homes can make the transition from fossil fuel to electrical heating, saving carbon in an affordable way for the householder. This technical model will be disseminated to the network of social housing providers across Greater Manchester, and the development of an “Oldham Code” for new homes in the borough using the model will help to inform the other nine local authorities in Greater Manchester. We will also feed in the learning from the project into Greater Manchester level strategies such as the 5-year Environment Plan, and the Greater Manchester Spatial Framework which sets a target of 2028 for all new developments to be carbon neutral. We will be working closely with our local Distribution Network Operator, Electricity North West, to demonstrate the RED WoLF model to be a robust model providing reliable heating for householders in a way which is compatible with the capabilities of the local electricity grid, providing confidence for housing developers.

The core business of the organisation
Néolia is one of the largest social housing company in France. Sustainability is key in Néolia’s strategy. Favouring renewable electricity while reducing customer bills and increasing inhabitants satisfaction appears as an obvious development track for Néolia.
How will the organisation contribute to the project objective and what is its role?
Néolia Pilot is targeting the residential sector, more specifically social housing. A set of 14 houses have been selected for the RED WoLF project.
- 4 houses (2 units of 3 bedrooms 84 m² each, and 2 units of 4 bedrooms 96 m² each) built in 2000 are located in VANDONCOURT (see map).
- The other 10 houses were built in 2002, located in MONTENOIS, which are 3 bedrooms units 85 m² each.
These are semi-detached houses with garden and garage.
Houses are today heated with usual electric heater. These will be replaced with a system made of: PV panels on each roof, electric heater with electric storage embedded in each heater, as well as a centralized battery. The ambition is to charge batteries with PV electricity during the day and use the stored electricity to power the heaters in the evening and at night. Thanks to other partners, smart energy management strategies will be implemented and tested to assess the best algorithms to maximum the use of renewable electricity sources.
Néolia is intending to work with partner EDF to assess the RED WoLF solutions through a meaningful monitoring of performances.
What kind of results does the organisation expect? How can other organisations / municipalities benefit from its experiences?
What is planned in the RED WoLF project appears to be innovative, a 1st of its kind for Néolia and for sure a 1st of its kind in the Franche Comté Region.

Cork City Council is the local authority for the City of Cork. In June 2019 the city boundary was extended so that the administrative area went from 37 km2 to 127 km2. The population of the new city area will be 212,000 people. Cork City Council is responsible for providing and maintaining the social housing stock within its administrative area. The housing stock currently numbers 10,000 units and is growing. The Council is a signatory to the Covenant of Mayors and is committed to reaching its targets under the Paris Accord whilst also allowing the city to grow. Last year the city published it Sustainable Energy Climate Action Plan (SECAP).
With assistance from the European Regional Development Fund, the Southern Regional Assembly in Ireland and the Department of Housing Planning and Local Government, Cork City Council has commenced an ambitious plan to improve the energy efficiency of its social housing stock. Approximately 50% of the stock was built prior to 1970, and so is of single wall construction.
Participation in RED WOLF will enable the city council to expand the range of heating systems available to its tenants as well as reducing their carbon footprint and energy costs.
How will the organisation contribute to the project objective and what is its role?
Cork City Council will contribute to the project by making available ten of its occupied properties that are either in need of central heating or a central heating upgrade, into which the equipment for the RED WOLF system will be installed and monitored as required for the project.
What kind of results does the organisation expect? How can other organisations / municipalities benefit from its experiences?
Based on the literature Cork City Council expects that the project will result in reduced carbon footprint, better photovoltaic (PV) output utilisation, reduced electricity and heating bills. With increasing scale the council expects the unit costs to reduce over time. Other municipalities will benefit from this project as it will provide an additional heating and electricity offering for low income households at a price similar to or below existing systems. It will also reduce the the municipalities carbon footprint.

The core business of the organisation
Carbery Housing Association (CHA) CLG is a non-profit company with charitable status and an Approved Housing Body (AHB) for the development and management of social housing in Ireland. The Association currently operates in Cork City and County. The core business of CHA is the provision of housing and associated amenities for a range of groups that are excluded from the housing market, on the basis of partnership with local authorities and community associations, and aiming at a high level of energy efficiency and sustainability. The principal activity of the Association at present is the purchase of homes where families are unable to meet mortgage repayments, in order avoid their repossession and eviction and to keep the families housed as social tenants at affordable social rents. The Association is in the process of purchasing 35 houses as part of the Mortgages to Rent government programme.
How will the organisation contribute to the project objective and what is its role?
CHA is committed to achieving a high level of energy efficiency and sustainability in its housing stock. This is partly for environmental reasons and to combat climate change, but also to combat "fuel poverty" among its tenants. Many of its tenants are at risk of "fuel poverty" and find it difficult to meet heating and energy costs, partly due to the lack of energy efficiency of existing homes, but also the current costs of heating and electricity. Most existing properties are dependent on solid fuel or gas for heating, and existing dwellings represent one of the main sources of Greenhouse Gas Emissions (GHG) in Ireland. CHA, with the help of national retrofitting programmes such as the Warmer Homes Scheme, is already providing core retrofitting to some of its homes, and has also installed a pilot Energy Monitoring System in some homes to better understand how energy is used in existing social homes. In RED WoLF, CHA will make over 22 of its properties as a pilot for the proposed photovoltaics, storage and smart meter system, proving key information to the project on the feasibility of the RED WoLF system for meeting the energy needs of existing housing. Also, CHA's properties ere dispersed throughout the City and County, collecting a large diversity of house types, locations (both urban and rural) and household profiles.
What kind of results does the organisation expect? How can other organisations / municipalities benefit from its experiences?
Through RED WoLF, CHA expects to demonstrate how renewable energy can be generated and stored sustainably by individual households, providing a viable alternative to fossil fuels and fossil based energy sources such as gas, coal and peat. CHA also aims to show how this integration of renewables and storage can be financially viable and accessible to even small social housing providers. Since its inception, CHA has defined itself as a social housing association committed to sustainable energy. Thanks to RED WoLF, CHA intends to move from small and marginal actions, to a major substitution of fossil fuel dependency in its homes, to primary use of renewables. CHA will share this example and results widely with other social housing providers and local authorities, aiming to create a significant groundswell in favour of integrated renewables.
